Another little bugger I felt I should share, is a new infamous "We're sorry, some process you'll never figure out is locking your USB Hard Drive. Do not pass Go, Do not collect $200!!!" forcing people to Shut Down their Windows Operating System entirely just to unplug their little USB External hard drives and flash drives. Are you freaking Kidding me?
For my own issue, I took the better chunk of an afternoon poring over this thread, and despite the insane flame wars being conducted there, one person makes a fantastic post that actually helped me out:

Though this will not solve all locking problems mentioned in this thread it should be able to solve the locks concerning the \$Extend\$RmMetadata\$TxtLog\$TxfLog files .
Stop the Distributed Link Tracking Client in the windows Services. The service service shows as a svchost.exe processes in task manager. Those locks should be gone now. Remove the USB stock safely and restart the service if you think you need it. You could check blackviper.com to see what it does exactly. I believe its not really needed in most circumstances ie for home users though the default is it's started after boot.
Other USB locking problems concern can come from having started Windows Search in the windows Services. Stop it and see if it helps.
Unfortunately still other locks can be possible..i'm experiencing one right now where both process explorer and USB Safely Remove / LockHunter (same company) show absolutely nothing, not even a handle.
And sometimes the System process has a handle on the USB drive one would like to safely remove...I haven't found a solution for that situation yet either (the System process can't nor should be killed) ;-(
A workaround for some of the locking problems could be to make sure the policies tab of the properties of the usb stick or drive in device manager is set to optimize for quick removal contrary to optimize for performance (with sometimes even more additional cache settings having been enabled).
BTW I have seen these lock problems in all Windows versions so far and I found them extremely annoying...I mean whats the point of having an USB drive if you can't safely remove the damn thing while you closed all processes / tasks possible already.

Yes! By disabling the utterly Useless "Distributed Link Tracking Client" and rebooting - I Never face that nightmare of not being able to Safely Unplug my hard drive!
Are you experiencing this problem? Here, try this:
Click Start > Run, type:
services.mscThen click OK or press the Enter key.
You'll be prompted for administrative access, click Continue, and you'll be presented the Services window.
In the right pane, scroll down to "Distributed Link Tracking Client", and right-click on it and choose Properties.
In the Properties window, next to "Startup type:" click the pull-down menu and choose "Disabled"
Now restart...and hopefully that's the end of it's nonsense.
Keep in mind, the only useful thing about this feature is related to a domain-level system. Home users Do Not Need This Service, for the most part.
